Digitally Transforming Healthcare, Education and Financial Sector

The panellists discussed various challenges and digital initiatives in the healthcare, education and finance sector.

India has a plethora of challenges in the healthcare, education and finance sector and these are the crucial pillars that need to be strengthened.  There is an explosion of technology coming in and the government is trying to catch up and leverage the technologies to break a better quality of life and an easier way of doing business.

Leaders from the health, education and finance sector came together at the 5th Digital India Summit to discuss about the various challenges and possible initiatives to move towards a transformed ecosystem in all the sectors. Among the eminent panellist were, Navin Mittal, Commissioner, Collegiate and Technical Education, Government of Telangana; Dr Shafqat Khan, Officer on special duty, Department of Health and Medical Education, Government of Jammu and Kashmir; Diptiman Das, Chairman and Managing Director, EdCIL (India) Ltd; Arun Sharma, Director, DBT Mission, Government of India; Shilohu Rao, General Manager, Capacity Building, National eGovernance Division, Digital India, Government of India; Rishikesh Patankar, Head of Operations , Education CSC eGovernance Services India Ltd and Amit Gainda, CEO, Avanse Financial Services. The session was moderated by Dr Jaijit Bhattacharya, President, Centre for Digital Economy Policy Research (C-DEP).

Navin Mittal expressed that today higher education sector is leveraging digital platform by using the technology in educating students, training teachers in cutting edge technology and, also, the IT has penetrated into education. He said, “I’d like to see more professionalisation of products as the government can catalyse that”.

Diptiman Das pointed out that the biggest challenge in schools and higher education is teacher training. He said, “With large volumes in lack of teacher training, digital is the only way ahead. Digital solutions are the biggest opportunity”.

To address the non-availability of education and resources, Amit Gainda talked about the services provided by Avanse to help in educating financially weak population of the country. Avanse provides affordability, accessibility and seamless customer experience in funding the child’s education. He said, “The motto of the company is that no deserving student should not be left behind due to financial crisis and we are working efficiently on that”.

Shilou Rao informed that the National eGovernance Division is imparting key skills on cyber-crime to the police force of the country. He said, “We are training the police officials about cyber-crime via digital medium with a minimal focus on soft skills”.

There is a 10 per cent drop in the infant mortality rate in the Jammu and Kashmir within a year. Dr Shafqat Khan talked about the measures to address the mortality issue in the state and how they were able to lower the rate. He said, “It is the thrust we have made towards the maternal and child care issues to address this concern. The ASHA workers helped in collecting data of mothers and children from the fringes of the state. Government administration is very keen to put healthcare to forefront.”

He also asserted that there is a need to have good healthcare insurance and robust emergency system in the country. He also advised to have a single health care card that will have all the past health records of the patient to have better prognosis and diagnosis.

Arun Sharma talked on how DBT Mission is leveraging technology and digital in various schemes. DBT works three pillars known as Aadhar, Banking and Fintech that affects the business process engineering and each of the scheme has database, MIX that automates prophecies of the government. He said, “There are various welfare programmes in the country and the short ambit of our work is to make sure that the direct tax collection goes to the intended beneficiary. Aadhar is very important for this aspect”.

Rishikesh Patankar informed about the measures and initiatives in the education, healthcare and finance sectors. He also talked about the new animal insurance scheme. “CSC are concentrating on all the aspects in all the sectors. The digital DBT (Doctor, Banker and Teacher) is being implemented in the rural areas to empower the population”, he said.
