Restraining explosive growth of vehicles on New Delhi's roads and rationing their movement were identified as key actions for improving the capital's air quality. Outlining the plan for the even-odd number vehicle scheme to contain pollution, Health minister Satyendar Jain stated cars with even number plates cars will run on Tuesday, Thursday and Saturday while odd number cars will run on Monday, Wednesday, Friday.

In the rounds of discussions the Delhi government had with various green organisations and urban planning experts over the last few months, rationalizing car movement appears to be the top suggestion. All ministers including the chief minister, bureaucrats and government officials will pool car too.
